Environmental Monitoring on Linear Construction Projects

Getting a pipeline built without fish kills or wildlife casualties is not an accident. It is the result of people doing careful work before, during, and after the machines arrive.

Linear infrastructure projects in BC traverse hundreds of kilometres of forest, wetland, and fish-bearing watercourses. Environmental monitoring on these projects starts before the construction begins and continues through to post-construction reclamation.

Before any construction occurs on a pipeline, multiple phases of biological take place within the project footprint. Before a single tree is felled or a metre of topsoil disturbed, multiple assessments are made to consider all types of wildlife that could be harmed by construction. WWE has built its practice around exactly this kind of work. Our staff of trained field biologists know the species, the terrain, and the regulatory requirements that govern construction in sensitive environments across BC’s north.

WWE provides environmental support on linear construction projects across BC’s north. The work moves through three distinct phases. Phase one is baseline assessment and pre-construction: Wildlife and habitat feature identification, wildlife sweeps, salvage operations, and species relocations before clearing begins. Phase two is active construction: environmental monitoring and water quality monitoring throughout the build. Phase three is post-construction: confirming that the work area has been restored as close to its natural state as the land and timeline allow. Each phase has its own regulatory obligations, and each one matters.

Phase One: Pre-Construction

Pre-clearing wildlife sweeps are conducted on foot through the full project footprint before any vegetation removal begins. The sweep identifies occupied nests, dens, hibernacula, and any wildlife features that require avoidance or relocation before clearing crews arrive.

The baseline habitat identification and pre-clearing sweep are the first and most time-sensitive obligations. Under BC’s Wildlife Act, all native amphibians and reptiles are classified as wildlife and are fully protected. Nests, dens, and hibernacula used by birds, bats, and raptors carry their own protections under federal and provincial legislation. Before clearing begins, WWE biologists walk the footprint to identify any of these features, document their locations, and determine what action or mitigation is required to prevent harm. The goal is always avoidance first. If a raptor nest is active within the clearing window, a buffer is implemented, and the equipment moves around it. If a wetland within the footprint holds amphibians, the work schedule is assessed against seasonal timing.

When avoidance is not possible, salvage is. When impacts to occupied habitat cannot be avoided, a permit must be obtained to capture, hold, and relocate wildlife to a safe location before work proceeds. WWE conducts these salvage operations under federal and provincial permits and in accordance with RISC Standards and Best Management Practices. In practice, this means carefully working through the area by hand, capturing individuals, and relocating them to suitable habitat outside the project footprint. Exclusion fencing is often installed to prevent animals from returning to the work area during construction. It is tedious, and careful work. The alternative, finding wildlife killed or injured by clearing equipment, is not a paperwork problem. It potentially means hefty fines, stop-work orders, costly project delays and the kind of public scrutiny that erodes the social acceptance and reputation that a project and industry rely on to keep moving forward.

The most expensive wildlife encounter on a construction project is the one nobody saw coming. Pre-clearing sweeps exist so that never happens.

Amphibian and reptile salvage operations are conducted under provincial permit following established best management practices. Captured individuals are relocated to suitable habitat outside the construction footprint before clearing begins.

Phase Two: Active Construction

Once clearing is underway and the right-of-way is active, the environmental monitor role shifts from pre-construction assessment to continuous compliance. WWE environmental monitors are on site throughout active construction, working alongside the construction management team to ensure that the commitments made in the Construction Environmental Management Plan are being met in the field. Environmental monitors ensure that erosion and sediment controls are in place and environmentally sensitive areas are flagged and respected. They also maintain water quality on and around the site, and make sure that spill response materials are on hand . When conditions change, as they always do on a project of any length, the monitor closes the gap before it becomes a non-conformance.

Watercourse crossings are where environmental risk in a pipeline project is concentrated. Each crossing requires a method and timing window that meet DFO requirements under the Fisheries Act, erosion and sediment controls that keep construction runoff out of fish-bearing streams, and water quality monitoring before, during, and after works to confirm the receiving environment is unaffected as per BC water quality guidelines. WWE conducts this monitoring at crossings throughout the construction window, collecting samples and field measurements against the parameters established in the project water quality management plan. A result outside the acceptable range does not wait for the weekly report. It triggers an immediate response for mitigation measures to be put in place.

Environmental monitoring is most effective when the monitor is a part of the construction team rather than an observer on the sidelines. WWE’s monitors understand scheduling, concurrent activities, and the pressures of working in environmentally sensitive areas. That familiarity means they can identify efficiencies that reduce impact to the receiving environment, flag proactive approaches that avoid duplicating work, and communicate long-range requirements to office support so permits are secured in advance.

WWE environmental monitors are embedded with construction crews throughout active right-of-way works, overseeing erosion and sediment controls, watercourse crossing compliance, and wildlife encounter response.

Phase Three: Post-Construction

The third phase is the one most often underestimated. A right-of-way that has been cleared, graded, and backfilled does not automatically return to a functional state. Slopes need to be stable. Native vegetation needs to establish before invasive species move in. Watercourse crossings need to be checked after the first freshet to confirm that banks are holding and fish habitat has not been compromised by residual disturbance.

WWE conducts post-construction monitoring against the restoration standards established in the project CEMP, documenting vegetation recovery, slope stability, and watercourse conditions, and flagging anything that needs remediation before the project is formally closed out. It is the phase that determines whether the environmental commitments made at the beginning of the project were actually kept. Projects in BC that fail to meet their post-construction restoration commitments risk significant fines, stop-work orders, and regulatory scrutiny that no project proponent wants to navigate. WWE’s role is to ensure that does not happen across all three phases, from the first wildlife sweep to the final restoration assessment.

Post-construction monitoring tracks vegetation recovery, slope stability, and watercourse conditions against the restoration standards established in the project CEMP. Early establishment of native ground cover and shrub species is the first indicator that reclamation is proceeding as required.
